Town Council Extra Ordinary Planning Meeting Oppose New Housing Development in Carleton

Penrith Town Council’s Planning Committee held an Extra Ordinary meeting on Monday evening to consider a planning application proposal residential development of 105 dwellings on land at Carleton Road in Penrith.

The application has been before the town council planning committee twice last time the application was for 115 houses on the development.

The application submitted by Barrat Homes the town council were informed was still 22% over allocation for site that the local plan allocates 86 houses for the site.

The current application has reduced to 28 affordable houses a reduction of 3 from last application that came before the town council.

Concerns over red squirrel on the land were raised by councillors and the impact the development could have on the habitat.

Cllr Snell raised concerns over the reduction of affordable housing saying “we need affordable homes”.

Cllr Jackson raised his concerns about the development being 20% over the allocation in the local plan saying “20% is a large sum over and above”.

Concerns over the former county council having said no contribution would be sought for education provision for primary or secondary education as sufficient places existed in the local area.

Councillors raised concerns that there was a lack of Masterplan in Penrith where multiple developments are emerging with no wider infrastructure.

Cllr Shepherds said he was concerned about the access road onto the main road and the proposed “goose neck junction with the number of houses already constructed” in the area and the addition of 105 more.

Cllr Jason said “let them have at it and let the infrastructure collapse have we lost control of it already maybe we should open the floodgates.”

The planning committee voted to oppose the application and submit an objection to the plans to Westmorland and Furness Council.

Including in the objection the overdevelopment above the local plan lack of community provision and the lack of a Masterplan.
