The Penrith Town Council was established in 2015 with the parish of Penrith served by the new council with one staff member in post as the Clerk and Responsible Financial Officer eleven years on Penrith Town Council now employs eight office-based members of staff covering a mix of full and part time roles. Comprising of the Town Clerk, Deputy Clerk, Contracts and Services Manager, Solicitor, Responsible Financial Officer, Economic Development Officer, Community Services Officer and Events Officer.
Resulting in an average town council monthly staffing bill of now over £31,000 per month for the councils eight staff accounting for over 75% of the town council's annual budget and precept paid by households in Penrith covering staff costs.
In January 2026 the net pay to all staff totalled £17,605.09 the council also paid out £7462.95 in HMRC Tax and Ni for February plus £6,584.43 in pension contributions giving a total staffing cost in for town council staffing in January of £31,625.47.
By comparison Ulverston Town Council with tax base representing the number of property paying a precept slightly less than that of Penrith Town Council but its monthly staffing costs are substantially less than monthly Penrith Town Council’s wages bill with Ulverston town council paying a monthly staffing bill of £8,471.17 made up of £5,033.31 in Salaries, £1,571.73 to HMRC for tax and National Insurance, £1,866.13 to the Local Government Pension Scheme.
