Fly-tipping continues to be issue around Penrith putting recycling facilities at risk

Fly-tipping remains an ongoing issue in and around Penrith, with some recycling sites again seeing significant amounts of waste dumped over Christmas.

Information obtained from Westmorland & Furness Council shows that 377 fly-tipping incidents were reported across the former Eden District area between 1 April 2023 and 31 March 2024. With some locations in Penrith continue to be repeatedly by flytipping.

Among the sites identified by the council in Penrith as seeing ongoing flytipping are:

Kilgour Street Recycling Centre, Penrith, Inglewood Road, Penrith and Greengill Lane, near the United Utilities site

Over the festive period, residents reported waste being dumped including household rubbish and bulky items at Kilgore Street Recycling Center.

The ongoing problem of fly-tipping was one of the reasons previously given for the removal of the council-run recycling centre at the Penrith Morrisons car park last year, after repeated misuse of the site.

Responding to public comments about fly-tipping at Kilgour Street, Westmorland & Furness Councillor Bell warned that the flytipping at the recycling facility was “putting the future of the site at risk”

At present, no CCTV is in use at Eden sites, although the council has confirmed that a policy is being developed to allow cameras to be installed in future where appropriate. Problem locations are monitored periodically, and enforcement action is taken when evidence is available.

Despite the number of incidents in Penrith and Eden compared to fly tipping incidents in other parts of Westmorland and Furness Eden has the lowest number of incidents with the South Lakeland area having 818 incidents and the Barrow area having 1,550 incidents in the same period Eden had 377 fly tipping incidents.
