Council Tender worth almost £1m Up for Grabs at Penrith’s Newton House

The chance to run a Penrith extra care housing scheme with a contract worth nearly £1million was put out to tender by Westmorland & Furness Council this week.

It is for provision of care and support in Newton House Extra Care Housing Scheme, Newton Road, and the estimated contract dates are from February 10, next year, to February 9, 2028, with a possible extension to February 9, 2029.

The tender notice states: “In Westmorland & Furness the term extra care housing is used to describe housing developments that comprise self-contained homes with design features and support services to enable people to self-care and continue to live independently.”

The extra in extra care housing is generally recognised to be access to care services that can:

Respond quickly to residents changing needs;

Provide unplanned care as and when required in addition to planned care;

Provide an emergency response.

The notice adds: “People who live in extra care housing have their own self-contained homes – usually with a lounge, kitchen, bedroom and bathroom and access to care staff, 24 hours a day, seven days a week. There are also communal facilities and activities available.”

Newton House has 54 self-contained units consisting of: 12 one-bedroom rental units; 14 two-bedroom rental units; and 28 two-bedroom units with shared ownership.

According to the notice the total estimated value is £953,481 including VAT which is described as being ‘above the relevant threshold’.

According to the notice it would be particularly suited to either small and medium-sized enterprises (SME) or voluntary, community and social enterprises (VCSE) and the tender submission deadline is noon on September 24 with a decision expected by November 11.
