Council Place a PostBox, Center Parcs building, Scaws Housing and Town Signage on Local heritage list

A new Local heritage lists created through a joint project between Cumberland Council and Westmorland and Furness council along with representatives from historical groups aims to help protect heritage assets that are valued by people locally, but which do not have any existing protection in their own right under planning law. 

An independent panel for the Local Heritage List project has been set up with members of both Cumberland and Westmorland and Furness council and historical groups which meets approximately twice a year to approve/reject nominations following an initial sift by conservation officers. The idea is then that each planning authority will publish the list of approved assets for their respective authority areas on their websites – this will be updated accordingly as further assets are approved as the project is ongoing.

The Cumbria Local Heritage List campaign went live in October 2021 allowing members of the public to nominate buildings and places they would like to see safeguarded.

To date Westmorland and Furness Council have received 24 nominations for the legacy Eden planning authority area. Of these: 8 have been rejected by the conservation project team due to existing designations; 12 have been recommended for inclusion on the initial Local Heritage List with 1 is awaiting future assessment. 

All nominations for Local Heritage listing are submitted to the council through an online form, nominations are made anonymously.

The initial list of nominations in the Eden area contains an eclectic mix of nominated and approved items and structures including:

Center Parcs Sub Tropical Swimming Paradise building, described in the listing as a Modern geometric dome designed to fit with surrounding landscape.

Scaws Post War Housing Estate, Scaws was a new planned estate in post war Britain. Conception in 1940 to completion of the 1st phase in 1949. It was erected under the Addison Housing Act of 1919 and billed as 'Penrith's Garden Suburb'.

Royal Mail KE8 Edward VIII Postbox, Limited number of Edward VIII post boxes survive nationwide due to his majesty’s short reign. Only example in Penrith.

Penrith Yard Signs Numerous medieval yards throughout the town centre.

Other items listed around Penrith include two Early 19th century milestones located on A6, and a stone milepost at Carlton Road.

One item nominated has been deferred for future consideration is the early 1920’s Castle Park Bandstand.

The council consulted with the owners of the items nominated but received no comments on the proposals to list the items in Penrith, with the exception of the residential housing on the Scaws Estate. 19 responses were received by the council who said “General comments included a mis-understanding of the project/ confusion with listed buildings, concerns over planning controls and impacts on house values and tax. Queries and concerns were responded to and no further comments were received.”

Westmorland and Furness Cabinet members meeting in Alston next week will be asked to give approval of the Local Heritage List project and publication of the local heritage list on the council website.
