Council Launches Another Consultation on Long Running Penrith Neighbourhood Plan.

Westmorland and Furness Council has launched another consultation on the long running Penrith Neighbourhood plan development that is now 7 years in the making since the former Eden District Council granted Penrith Town Council the designation of Penrith Neighbourhood Area and the town council started development of the Neighbourhood Plan that its reported has to date seen costs of £100,000 on the plans development.

Westmorland and Furness council is conducting another consultation asking for public views on parts of the plan because in March 2022 the Independent Examiner issued his report on the examination of the Penrith Neighbourhood Plan and concluded that the Penrith Neighbourhood Plan could proceed to referendum, subject to a number of modifications. 

The Examiner considered these modifications necessary to ensure the Plan meets the basic conditions that all neighbourhood plans must meet before the public are asked to vote on its approval in a referendum.

Westmorland and Furness Council said it “considered each of the Examiner’s recommendations, and the reasons for them, and decided what action to take in response to each.”

As Westmorland and Furness Council’s decision was to largely retain Policies 8 and 9 of the town councils proposed plan, contrary to the Examiner’s recommendation that they be deleted, Legislation requires these policies to be the subject of a further round of consultation, based on the amended wording, before the Penrith Neighbourhood Plan is potentially the subject of a referendum.

The consultation on Policies 8 (Identifying and Protecting Local Green Spaces) and 9 (Protecting and Enhancing Sport, Leisure and Recreation Facilities) opens from Monday the 8th of January 2024 until 18th of February 2024. 

The council has said “that this is a public consultation and that comments made will be recorded and published.”

The councils online survey is seeking views on whether people agree or disagree with the Council's modifications to the policies and can be found via: https://goto.penrith.town/penrith-neighbourhood-plan-consultation
