Council Approves Penrith Rugby Club Plans for new storage container to be used as a changing room

PENRITH Rugby Union Football Club can replace an existing storage container with another container to be used as a changing room Westmorland & Furness Council has ruled.

The application, which was approved with conditions, was for land at Winters Park in Carleton Avenue and the development was supported by Penrith Town Council.

According to the delegated report the club is located at the south edge of
the town with the sports facility being accessed off the A686 through Carleton.

It adds: “The location of the proposed storage container is immediately north of the clubhouse, where an existing, smaller, shipping container provides storage for kit and equipment.”

According to the report the scheme proposes to replace an existing shipping container on the north side of the clubhouse with a slightly larger container, for use as a changing room.

The new container would be 3m by 12m, clad in light grey dashed board with grey doors and uPVC windows, and it would be sited on an existing hardstanding.

It states: “The container is a functional design which will be a small improvement visually over the existing grey shipping container. The siting is discrete and no concerns arise in respect of design.”

According to the report there are no neighbours in the vicinity and no comments were submitted in respect of the proposal. It adds: “The scheme will not affect neighbouring amenity and as such the proposal complies with planning policies.”

It states that the development shows a clear understanding of the form and character of the district’s built and natural environment, complementing and enhancing the existing area.

In addition, it protects and, where possible, enhances the district’s distinctive rural landscape, natural environment and biodiversity and it uses quality materials which complement or enhance local surroundings.

It adds: “The site is almost entirely discrete being immediately adjacent the north side of the clubhouse with a belt of trees just beyond providing further screening.

“The replacement container will have minimal impact on public realm and no concerns arise as regards the street scene aspects.”

It concludes: “The proposal is in accordance with the development plan, not outweighed by material considerations, and therefore the application is recommended for approval.”
