Plans submitted for New Fuel Bunkering Site for HGV Refuelling West of Penrith

Certas Energy UK Ltd has submitted a planning application to the Westmorland and Furness Council for the development of a new fuel bunkering site in Penrith, Cumbria. The proposed site, located west of Penrith at Station View off Greystoke Road, aims to provide a convenient refuelling option specifically designed for commercial vehicles.


Certas Energy UK Ltd is a leading independent distributor of fuel and lubricants in the UK, known for its network of strategically located fuel bunkering sites across the country. These sites cater to the refuelling needs of a wide range of commercial vehicles, including trucks, vans, and coaches. 

The company claims in its application that the proposed Penrith site will serve as a crucial link between existing bunkering sites in Ecclefechan to the north and Trafford Park to the south, ensuring smooth and uninterrupted refuelling services for HGV’s.


The fuel bunkering site will offer a variety of fuel options, including diesel, HVO (hydrotreated vegetable oil), and AdBlue. Designed to operate 24/7, the proposed site would provide flexibility and accessibility to commercial vehicle operators, designed for quick refuelling delivering refuelling at 120 litres/minute, compared to 40 litres/minute at a normal forecourt.

The application claims it’s strategic location near major transportation routes, of the M6 and A66, will ensures easy access for HGV’s to the site.


The proposed site is a triangular plot of land adjacent to the Station View Agricultural Store building just of Greystoke Road. The site is currently surfaced with crushed stone, Plans propose the site will undergo modifications to create a designated concrete area with raised curbs, providing a safe and efficient refuelling space for vehicles. Environmental considerations will be taken into account, including measures to prevent fuel spills and proper drainage systems.


The application plan’s also include a depot sign measuring 6.5m in height and 1.8m in width. This would be to identify the location of the site and the products available. The sign would be sited in the northwest corner of the site, by the existing access onto the Old Greystoke Road. 


The site of the proposed fuel bunkering facility is located in a site that already has a haulage yard Commercial Vehicle MOT testing station and other commercial operations and is also located next to the Omega Proteins Plant.


Access to the site would require vehicles to use Junction 40 and travel via Mardale Road Industrial Estate to join Greystoke Road to access the site, due to restrictions on other roads in the area preventing HGV’s using the routes.


No details about the expected volume vehicles expected to use the facility or traffic impact analysis are included in the application however Westmorland and Furness Highways have recently raised objection to other applications linking into the Greystoke road junction over traffic impact concerns by the council’s highways department.
