New 20mph speed limits in Penrith are go to statutory consultation by Westmorland and Furness council following an initial consultation earlier this year with 9,294 properties receiving a postcard through the post about the consultation.
But plans for 20mph speed limits through Castletown that has
seen campaigning to introduce speed limits over the last few years including in
election campaign for both the town council and Westmorland and Furness Council
will be scrapped from the consultation after the proposal was discussed by
Westmorland and Furness local councillors and the Town Council who agreed that
Castletown should be excluded from the 2025/2026 statutory consultation.
The consultation initial consultation was sent by the
council to 9,294 properties in Penrith received just an 8% response, a total of
764 with just 730 of those responses received from residents with a postcode within
Penrith itself. When excluding respondents from outside of Penrith, the 730 responses
received by Westmorland and Furness Council were:
• In support of the proposal: 333 (46%)
• In support of the proposal, with suggested amendments: 105
(14%)
• Against the proposal: 292 (40%)
Westmorland and Furness Council said “from those who
selected ‘In support of the proposal, with suggested amendments’, it became
apparent there was a wide range of requests for roads to be included/excluded
from the scheme. Of the 103 separate roads mentioned, 79 requests were for the
scheme to be extended, whilst 24 requests were related to a desire for roads to
be excluded from the scheme.”
“Of all roads requested, Beacon Edge was mentioned most
frequently with 13 requests for the road to be included.”
“Further analysis of the data indicated that, whilst other
areas of Penrith were overall supportive of the proposals, the data for
Castletown was inconclusive. “
“This was discussed with Members and the Town Council who
agreed that Castletown should be excluded from the 2025/2026 statutory
consultation”
Council officers will next Wednesday recommend to Westmorland
and Furness councillors on the Eden Locality Board that the 20mph scheme should
progress to Statutory Consultation as was originally advertised, with the addition
of Skirsgill Lane, but with the proposed 20mph plans for Castletown removed
entirely from the consultation.
Penrith and seven other local areas including Clifton,
Sockbridge and Tirril, Gamlesby, Glassonby, Great Asby, Greystoke and Stainton we
see 20mph statutory consultation take place to enable the council to introduce
the traffic regulation orders to implement the 20mph speed limits as part of a
three-year programme was introduced by the council in December 2023 following
requests for lower speed limits.
The first-year of the programme has already seen the
implementation of 11 community-backed schemes this summer in the Eden area introduced,
benefiting the community with strong support from residents for the schemes already
introduced in Crosby Ravensworth, Dufton, Kings Meaburn, Nenthead, Ousby, Askham,
Glenridding, Orton, Patterdale, Ravenstonedale and Temple Sowerby.
