Environmental Group Legal Challenge Could Signal End of Road for A66 Upgrade

Plans to upgrade the A66 route between Penrith and Scotch Corner were finally given the go-ahead on the 7th of March 2024 by the Secretary of State for Transport.

The A66 Northern Trans-Pennine project, which is a key part of the government’s £24 billion investment into roads, plans to transform journeys along the A66 between Scotch Corner and Penrith by upgrading the road to dual carriageway along the full length by upgrading the sections that are currently single carriageway along with plans to create an underpass at Kemplay Roundabout.

The plans are now however delayed after a legal challenge was made against the government development consent order by a local environmental campaign group.

After the Secretary of State had made their decision, that triggered a 6-week period where people could challenge the decision in the high court with a judicial review of the decision.

The group has made a challenge throwing the future of the A66 upgrade into doubt once again that could potentially see the government development consent order overturned and spelling the end of the road for the A66 upgrade if the legal challenge is upheld.


Until those making the legal challenge issue a statement or judicial review papers are issued by the high court we are unable to publish the name of those involved.
