Council Refuse Plans for uPVC Windows and Rendering of Sandstone Building in Town Centre

Westmorland and Furness Council Planning officers have refused an application to amend a previous application to covert a commercial property into flats in Penrith Town Centre.

The proposed amendments outlined plans to replace doors and windows with uPVC windows and composite doors and apply a render to the 19th Century sandstone building on the corner of Little Dockray and Cornmarket.

The application submitted by a limited company who’s registered office is in Lancaster with its directors based in Kuwait, set out plans to replace windows with uPVC across the two upper floors and render the sandstone exterior walls with a plaster render.

Plans to convert the upper floors of the commercial property located above the Skipton Building society and former estate agent office at 1-2 little Dockray were approved in 2019.

The original application description was for the ‘conversion of commercial premises on the first and second floor to create four self-contained residential units’. 

No external visual alterations were proposed in the original application to convert into Flats.

Planning officers at Westmorland and Furness Council on refusing the amendment application said “The window changes, application of render and lantern roof would require planning permission in their own right, and are not something that was considered as part of the original planning application. In a prominent location within the Penrith Conservation Area, these changes, in particular the change to windows and addition of render, could result in a significant visual change to the property.”

Council planners added “The Council does not appear to have Building Control or Council Tax records at this stage. If no material start has been made, a full application would be required in any case.” Due to the original application having lapsed after three years.
